Subsidy types in Tyrol
The Tyrol housing subsidy is administered by the Office of the Tyrolean Provincial Government, Department of Housing Subsidies (Abteilung Wohnbauförderung). Tyrol operates a two-pillar core system: a direct annuity grant on the mortgage and a replacement loan for missing equity. Additional programs exist for energy-efficient renovation and low-income renters.
- •Annuity grant (Annuitätenzuschuss): the state pays 30–40% of the monthly mortgage repayment directly to the bank — for up to 25 years.
- •Equity replacement loan (Eigenmittelersatzdarlehen): up to €36,000 for households lacking sufficient own funds, at 1% p.a. interest, term up to 30 years.
- •Renovation subsidy (Sanierungsförderung): thermal renovation of existing buildings and replacement of fossil heating systems.
- •Rent subsidy (Mietzinsbeihilfe): support for low-income households in rental accommodation.
Annuity grant: how it works
The annuity grant is the centrepiece of the Tyrol housing subsidy. Rather than a classic subsidy loan, the State of Tyrol pays the grant monthly directly to the borrower's bank, immediately reducing the effective mortgage burden.
The grant amount depends on household income, family size and the building's energy performance (energy certificate). The lower the income and the better the energy rating, the higher the grant within the 30–40% band.
Example: €300,000 loan at 3.5% over 25 years → monthly annuity approx. €1,500. Annuity grant (30%): approx. €450/month. Over 25 years that represents a nominal total relief of approx. €135,000.
- •Grant is paid directly to the bank — no additional paperwork burden for the borrower.
- •Grant level: 30–40% of the monthly annuity, depending on income, family size and energy certificate.
- •Maximum term: 25 years.
- •Can be combined with the equity replacement loan.
- •Grant may be adjusted or suspended if household income changes significantly.
Income limits 2025
The Tyrol housing subsidy is means-tested. The relevant figure is the combined net annual income of all household members. The 2025 thresholds are:
- •1 person: €55,000 net annual income.
- •2 persons: €70,000 net annual income.
- •3 persons: €82,000 net annual income.
- •4 or more persons: €94,000 net annual income.
- •All household members' income counts — bonus payments and special payments are included.
- •Exceeding the limit disqualifies the application entirely.
Energy requirements
Tyrol closely ties housing subsidies to energy efficiency goals. Since 2023, fossil fuel heating systems are fully excluded from subsidies. At the same time, highly energy-efficient buildings are rewarded with higher grant levels.
- •Minimum energy certificate: Class C or better — mandatory for all applications.
- •Passive house standard: highest grant level within the annuity grant band.
- •Oil and gas heating: not eligible since 2023.
- •Eligible heating systems: heat pump, district heating and pellets.
- •Energy certificate must be issued by a certified energy advisor.
Equity replacement loan
Households that do not have sufficient own funds can apply for a low-interest equity replacement loan from the State of Tyrol. It substitutes for missing equity, improving the financing structure vis-à-vis the bank.
- •Amount: up to €36,000.
- •Interest rate: 1% p.a. — well below market rates.
- •Term: up to 30 years.
- •Requirements: primary residence in Tyrol and household income within the subsidy limit.
- •Can be combined with the annuity grant — both instruments can be used simultaneously.
- •Secured in second rank on the land register (after the bank mortgage).
Application process
The competent authority is the Office of the Tyrolean Provincial Government, Department of Housing Subsidies. The application must be submitted before construction starts — retrospective applications are not accepted.
- •Submission: before construction at the Office of the Tyrolean Provincial Government, Department of Housing Subsidies (tirol.gv.at).
- •Processing time: 8–16 weeks from receipt of complete documents.
- •Required documents: income proofs for all household members, land register extract, energy certificate (min. Class C), building plans and description.
- •Construction may only begin after receiving the written approval letter (Förderbescheid).
- •Present the approval to your bank so subsidy disbursement is integrated into the financing plan.
